New combined cycle plant for Navoi thermal power plant
At the Navoi Thermal Power Plant, a project for the construction of a third combined cycle gas plant (CCGT) with a capacity of 650 MW will be implemented over five years. The corresponding resolution was adopted by the Cabinet of Ministers of the Republic of Uzbekistan on September 9 of this year.
According to the resolution, the investment project will be implemented until 2024. The commissioning of the combined cycle plant is aimed at further development of generating capacities through the introduction of modern energy-efficient technologies, improvement of electrical networks in the north-western part of the republic, as well as improvement of energy supply to the population of the region and its fast-growing economy. At the same time, the new CCGT unit, based on the latest achievements in the field of energy saving, will allow the region to save up to 550-600 million cubic meters of natural gas per year.
In order to implement this project, an agreement was signed with the Japan International Development Agency (JICA) to provide a loan for a period of 30 years with a 10-year grace period in the amount of 128,246 million Japanese yen. The issuance of the loan will begin after approval of the feasibility study of the investment project. JSC Thermal Power Plants was appointed as the contractor responsible for coordinating and monitoring the implementation of the investment project.
The project will be implemented with the provision of tax and customs benefits in accordance with the decree of the President of the Republic of Uzbekistan dated July 16, 2018 “On measures to increase the efficiency of the preparation and implementation of projects with international financial organizations and foreign state financial institutions.”
It should be noted that the signing of an agreement on this project between the Republic of Uzbekistan and JICA took place as part of the official visit of the head of our state to Japan on December 17-20, 2019.
The project is being implemented on the basis of the decree of the President of the Republic of Uzbekistan dated January 9, 2020 “On measures to implement the investment program of the Republic of Uzbekistan for 2020-2022” and the program of large investment projects in the electric power industry for 2019-2030.
